Lake Elsinore Casino’s current owners, who have been linked to a Utah polygamous sect accused of forcing teenage girls to marry and described by some as a hate group and an organized crime family, would be denied a permanent gaming license under an administrative law judge’s proposed ruling.

But the ruling, issued last month and made public this week, leaves open the possibility that casino co-owner Joseph Kingston could transfer his interest in the business to a cousin. Administrative Law Judge Theresa M. Brehl, who heard arguments in the dispute on March 5 and 6 in San Diego, also took the state Bureau of Gambling Control to task for its handling of the long-running licensing dispute.
