BARSTOW — An often-stalled plan to build a native American casino on a 40-acre plot of land on Lenwood Drive may be moving forward again.

The project, off-and-on for a couple decades, has pitted the Chemehuevi tribe, which claims historical rights to the area, against another tribe, the Los Coyotes, which have no historical ties to Barstow.
