October 30, 2021: Our Community Matters submits a letter to Ms. Paula Hart, OIGM
Our Community Matters, a neighborhood association of over 150 Sonoma County residents, submits this letter in opposition to the request for a "restored lands" determination sought by the Koi Nation of Northern California, previously called the Lower Lake Rancheria (the "Tribe").

Concerns regarding Koi Nations request for a Restored Lands Determination
MAY 17, 2021: Cultural Resources Study for the Windsor Residences Project At the Corner of Old Redwood Highway and Shiloh Road
This proposed project is across the street from the proposed Koi Nation casino. The evaluation takes into consideration the 68-ac property at 222 East Shiloh Road. This did not include a Tribal Consultation however several Tribes were sent letters. California Native America Heritage Commission did not identify the Koi Nation as a Tribe with an interest in the land.

The federal government had been treating the Koi Nation as though it no longer had federal recognition since the 1950s, until finally, in 2000, the DOI admitted its mistake and reaffirmed the tribe’s status, the judge noted. At that point, the judge said, the Koi Nation should have been permitted to conduct gambling on its “restored lands” under IGRA, but the DOI wrongly found that the tribe was ineligible because its recognition was restored outside typical government channels.
