California Department of Transportation is causing irreparable damage to Native American human remains, along with the items associated with their human remains, including, but not limited to grave goods, cultural items, associated funerary objects, sacred objects, and objects of cultural patrimony, as defined in Cal. Pub. Res. C. 5097.9-5097.99, by knowingly and/or willfully mutilating, disinterring, wantonly disturbing, and willfully removing them to state property without authority of law.
